Russian President Vladimir Putin instructed the government to integrate unmanned aerial vehicles into a single airspace in order to operate them safely. In particular, it is necessary to work out systems for air traffic services, navigation, as well as countering the illegal use of UAVs.

The list of instructions of the President, published on site Kremlin, formed following a meeting on the development of unmanned aerial systems on April 27. The government is also instructed to create “favorable conditions” for the development of the UAV market and stimulate their use.

Together with the Ministry of Defense and the FSB, it follows from the list, the government should limit the use of “geospatial data”. The Ministry of Transport was instructed to develop air traffic management using digital platforms when integrating UAVs. Together with VEB.RF, the government will finance projects aimed at the accelerated development and implementation of technologies, including in the development of unmanned aerial systems.

December 31, 2022 Vladimir Putin instructed government until June 1, 2023 to approve a strategy for the development of unmanned aircraft. In April 2023, the structure of the Ministry of Digital decided allocate frequencies in the range 5030–5091 MHz for UAV control. President at a meeting on April 27 named industry “the most important activity of the country” and estimated its volume at 1 trillion rubles.
