Russian President Vladimir Putin held a meeting with permanent members of the Russian Security Council. The President invited members of the Security Council to discuss the implementation of the provisions of the Russian Foreign Policy Concept. Russian Foreign Minister Sergei Lavrov made a report at the meeting, as follows from the message press service Kremlin.

The concept of Russian foreign policy was approved by presidential decree of March 31, 2023. The 42-page document formulates theses that define the tasks of Russian diplomacy for the coming years. In the concept, in particular, it saysthat Russia strives for “peaceful coexistence” with the United States and “its satellites,” but will firmly defend its principles. In addition, the document contains the thesis that the armed forces of the Russian Federation have every right not only to repel an attack on Russia and its allies, but also to take preemptive action. Previous foreign policy concepts were published in the Russian Federation in 1993, 2000, 2008, 2013 and 2016.

At the end of 2023, the report “Russia’s Policy towards the World Majority” was published, prepared under the auspices of the Russian Foreign Ministry by experts from the Higher School of Economics, the Diplomatic Academy and the Council on Foreign and Defense Policy. The report refers to the global majority as “non-Western countries not included in binding relations with the United States and its patronized organizations.”
