Putin created a federal personnel reserve for the civil service – Kommersant

Russian President Vladimir Putin issued a decree creating a federal personnel reserve for the civilian public service. According to the decree, candidates will undergo special selection based on professional level. The corresponding document was posted on the official website publication of legal acts.

According to the text of the decree, heads of federal and regional authorities, as well as heads of state corporations and public law companies are recommended to use the personnel reserve to find suitable candidates for leadership positions. For applicants for leadership positions, the decision on which is made by the president, being in the reserve will be mandatory.

It is noted that candidates for the personnel reserve will undergo a special selection based on their professional level. They will also be required to report their income, assets, and undergo additional professional development activities.

The government was instructed to launch an information system on the personnel reserve by April 1, and from June 1 to begin assessing the professional knowledge of candidates. This responsibility is assigned by the President to RANEPA. Also, from January 1, 2025, it is planned to launch activities for the professional development of candidates.

The upcoming decree was announced by the Minister of Labor and Social Protection Anton Kotyakov at the forum “Small Motherland – the Strength of Russia” on January 16. He emphasized that the decree will become a kind of social elevator in Russia and will allow the formation of a reserve throughout the country.
