Vladimir Putin will deliver his address to the Federal Assembly for the 19th time as president of the country. This is an annual event, although there were no performances in 2017 and 2022. Traditionally, during his speech, the head of state assesses the state of affairs in the country and determines the main directions of domestic and foreign policy.

The Kremlin does not announce the main points of the message in advance. But we can assume that one of the main topics will be the conduct of a special military operation. In the hall, as at the announcement of the message in 2023, members of the SVO will be present. And last time, the president began his speech by talking about the reasons for the start of the operation. After that, he moved on to the tasks of socio-economic development of new regions of Russia and stimulating the country’s economy under sanctions. Let us recall that last year, during his address, Vladimir Putin announced the suspension of Russia’s participation in the New START Treaty and the abandonment of the Bologna system in domestic higher education.

The message in 2024, as the president himself said recently at the ASI forum “Strong Ideas for New Times,” will be a statement of tasks for the next at least six years. At the same time, he invited the forum participants to express “strong ideas” that Russia needs and which need to be formulated properly.

And at a February meeting with Uralvagonzavod workers, Putin made it clear that during the message new measures to support families could be announced, especially since 2024 has been declared the Year of the Family in Russia. Many experts, for example political scientist Evgeniy Minchenko, believe that social issues will become dominant in the message and the president’s proposals will be focused on solving problems in people’s everyday lives.

What do Russian politicians expect from the message?

Chairman of the LDPR and head of the State Duma Committee on International Affairs Leonid Slutsky said that during the address the president can give instructions to the Federal Assembly and the government to create mechanisms aimed at enhanced development of the regions. Slutsky also expects Putin to develop the key provisions of the Russian Foreign Policy Concept and touch upon the topic of Russia’s international mission – to contribute to the formation of a new, more equitable world order.

The head of the Federation Council Committee on Regulations and Organization of Parliamentary Activities, Vyacheslav Timchenko, believes that Putin will first of all touch upon the topic of developing production and industries that have suffered as a result of Western sanctions.

Political scientist, leading researcher at the Institute of Social Sciences of the Russian Presidential Academy of National Economy and Public Administration Sergei Bespalov expects that the part of Putin’s speech concerning foreign policy and geopolitical issues will have a very serious resonance. The President of Russia may voice some new proposals and ideas regarding new international formats with the participation of friendly countries.

And the leader of the Communist Party of the Russian Federation Gennady Zyuganov said that he expects decisions from the head of state to change the structure of state power, which now, in his opinion, does not correspond to internal and external threats.
