Putin announced the creation of federal courts in new territories

President Vladimir Putin, during his speech at the X All-Russian Congress of Judges in the Kremlin, announced plans to soon open federal courts in the annexed territories and integrate them into the Russian legal system.
“As you know, following the results of referendums, by the will of millions of people, four new subjects of the Federation joined Russia: the Donetsk People’s Republic, Luhansk, Zaporozhye and Kherson regions. It is planned to create federal courts in these territories,” Putin said. According to him, in this regard, the Supreme Court, together with other bodies, has a lot of work to do to form new compositions of courts and quickly integrate them into the Russian legal system.
“And this must be done as soon as possible so that the citizens living in these territories are guaranteed the constitutional right to judicial protection,” the President of the Russian Federation emphasized.
In addition, Putin noted that the Russian judicial system itself is on the path of humanization, since the number of convicts over the past five years has decreased by 22%, and the number of convicts who received sentences with real imprisonment – by 19%. The President also drew attention to measures to humanize the scope of punishment for crimes in the field of economic activity. “For 10 months of this year, the courts considered 5,000 such cases against 5,500 people, 3,500 were convicted, and criminal cases against 2,000 citizens were dismissed by the courts. Real imprisonment was assigned to 9% of the convicts,” the head of state said.
Putin not only gave statistics: in his speech, he also noted the importance of the work of regional and district courts of Russia to recognize the facts of the genocide of civilians during the Great Patriotic War. “The collection of evidence about the atrocities and crimes of the Nazis continues. And henceforth, each such fact must be given a legal judicial assessment,” he said.
The 10th Anniversary All-Russian Congress of Judges takes place from November 29 to December 1, 2022 in Moscow. More than 820 delegates from all over the country were elected to the congress so that each region has the opportunity to present its program and proposals for changing the current legislation and improving the activities of the judicial system.
