Putin allowed the resumption of the grain deal subject to Russian conditions

The grain deal can be resumed provided that Russia’s demands are taken into account and implemented. This was stated by Russian President Vladimir Putin during a meeting with members of the government.
“I want to emphasize that we are not against the deal as such, especially considering its significance for the global food market, for many countries of the world. Of course, we will consider the possibility of returning to it. But only under one condition – if all the previously agreed principles of Russia’s participation in this deal are fully taken into account, and most importantly, implemented without exception,” he said.
Putin recalled that among the obligations that Western countries had to fulfill were the withdrawal from sanctions of the supply of Russian grain and fertilizers to world markets, the removal of obstacles for banks and financial institutions that service grain supplies, their connection to SWIFT, the resumption of supplies of components for agricultural machinery. In addition, it is necessary to resolve issues with freight and insurance of ships and ensure food logistics, as well as restore the operation of the Togliatti-Odessa ammonia pipeline and unlock Russian assets related to the agricultural industry. The head of state noted that without all this, the continuation of the grain deal does not make sense.
The basic condition for the resumption of the grain deal is “the restoration of its original humanitarian essence,” Putin concluded. According to the head of state, Western countries have turned the Black Sea initiative into a means of political blackmail and a way to enrich transnational companies.
On July 17, Russia announced its withdrawal from the grain agreement, which was signed on July 22, 2022 by representatives of Turkey, the UN, Russia and Ukraine. Press Secretary of the President of Russia Dmitry Peskov explained this by the failure to fulfill Russian conditions under the grain deal. Later, he noted that Ukraine used the grain deal zone for military purposes and this “is not a secret to anyone.”
July 19 Ministry of Defense reportedthat starting from midnight on July 20, all vessels following through the Black Sea to Ukrainian ports will be perceived by Russia as potential carriers of military cargo. In this regard, the states under the flag of which the ship is sailing to Ukrainian ports will be considered involved in the conflict and supporting Ukraine.
On July 22, 2022, the UN concluded separate agreements with Moscow and Kiev. The first is for the export of Ukrainian grain from three ports, including Odessa, Yuzhny and Chornomorsk, the second is for assistance in the export of Russian grain and fertilizers. The Russian authorities have repeatedly noted that the second part of the deal is not being implemented.
