Based on the results of three quarters of 2023, the volume of purchases by the largest customers from small and medium-sized enterprise suppliers reached a record level of RUB 3.84 trillion. Compared to the nine months of 2022, the volume increased by 25% (by RUB 776.9 billion). About it “Izvestia” reported the press service of the SME Corporation.
In just nine months, over 10 thousand of the largest customers entered into contracts with 154.1 thousand SME suppliers. The share of purchases from small and medium-sized businesses in the total volume of purchases from the largest customers exceeded 50% based on the results of three quarters.
According to current legislation, state-owned companies must purchase at least 25% of the total annual procurement volume from SMEs. At the same time, 20% of this volume should come from special tenders (purchases in which only SMEs can participate).
According to the SME Corporation, the largest volumes of purchases from SME suppliers among the regions were demonstrated by Moscow (RUB 1.004 trillion) and St. Petersburg (RUB 372.71 billion), followed by the Moscow region (RUB 180.27 billion), Sverdlovsk region (RUB 140.95 billion) and Tatarstan (RUB 77.51 billion).
At the same time, the SME Corporation noted that compared to the same period in 2022, the procurement structure has changed. The volume of purchases of vehicles, equipment and fish has increased. The number of agreements in the field of mandatory social security, in the production of films and television programs, etc. has also increased.
On October 23, Deputy Prime Minister Andrei Belousov, summing up the implementation of the national project for the development of SMEs, said that 34 out of 85 regions showed an increase in the number of people employed in SMEs. From 2020 to 2022, all programs for financial support for small businesses amounted to almost 4.5 trillion rubles. About 250 thousand entrepreneurs received assistance.
At the same time, the current structure of the sector does not suit the government. If until now the state has been de facto engaged in the gratuitous development of the SME sector, now it is faced with counter-demands, both in terms of import substitution and innovation activity, and in the growth of enterprise productivity and revenue. To meet these goals, the authorities intend to adjust the strategy of state support for the sector.
