The White House has updated the rules for industrial mortgages – loans at 5% per annum for up to seven years (for technology companies – at 3%). As follows from the government decree published yesterday, such soft loans can be obtained not only for the purchase of production facilities, but also for their construction, modernization and reconstruction. As Prime Minister Mikhail Mishustin noted at a meeting with his deputies, it is expected that such a decision “will help enterprises increase the efficiency of their spending for these purposes and will stimulate interest in launching new projects.”

At the same time, the resolution introduces thresholds for the value of objects within which such a loan is granted. For objects under construction, modernized and reconstructed – this is no more than 90 thousand rubles. for 1 sq. m, for purchased finished industrial real estate – 75 thousand rubles. in Moscow, the Moscow region and St. Petersburg and 50 thousand in other regions.

The expansion of the parameters of the program was discussed even before its actual launch – this was explained by the fact that the demand for construction or reconstruction turned out to be higher than for the purchase of finished objects (see Kommersant dated November 14, 2022). However, the decision announced yesterday was not as large-scale as expected – earlier, the Ministry of Industry and Trade proposed to increase the maximum loan amount four times, to 2 billion rubles. (see “Kommersant” dated February 21), but it remained the same – 500 million rubles.

As the Ministry of Industry and Trade explained to Kommersant, proposals to increase the limit to 2 billion rubles. came from banks and businesses, but “given the limited financing of industrial mortgages this year, it was decided to leave the maximum amount of credit at the same level in order to support more projects within the allocated budget funds.” The ministry added that it is planned to return to the issue of increasing the limit at the end of the year – after summing up the results of the mechanism’s work for the year.

In 2023, 1.3 billion rubles are provided for subsidizing rates under the promipoteka, which should provide a preferential loan portfolio of at least 45 billion rubles. As the prime minister assured yesterday, if necessary, the government is ready to increase funding. According to the Ministry of Industry and Trade, 38 loans for 2.86 billion rubles have been issued so far; another 32 loan agreements for 3.4 billion rubles are under negotiation.

As Dmitry Panov, Business Russia coordinator for the Northwestern Federal District, notes, the possibility of obtaining an industrial mortgage for construction and reconstruction is exactly the option that has been lacking since the launch of the mechanism, since not all ready-made premises and buildings are suitable for accommodating modern high-tech projects. Lyubov Arapova, adviser to the vice-president of the CSR, adds that with the expansion of the program, the number of potential borrowers could increase by 20 times – according to Rosstat, 93% of the investments of large and medium-sized enterprises are directed to construction and only 5% to the acquisition of space.
