Profit tax revenues decreased in 16 regions of Russia

For eight months of 2022, compared to the same period in 2021, revenues in Russian regions fell due to taxes – on corporate profits (16 regions), personal income tax (Ingushetia and the Altai Republic). First Deputy Minister of Finance Leonid Gornin spoke about this in an interview RBC. The decrease in funds from income tax was mainly due to the metallurgical industry. The Ministry of Finance is not afraid of the situation and does not expect a crisis.
Among the regions in which revenues have fallen due to income taxes are Karelia, the Trans-Baikal Territory, Belgorod, Kursk, Lipetsk, Sverdlovsk, Chelyabinsk regions.
However, the department does not predict a crisis, since in the regions the accumulated reserves “are at historical highs” – 4 trillion rubles, so the regions will be able to form a balanced budget.
Ingushetia and the Republic of Altai, which have increased income from personal income tax, will also suffer slightly. According to the deputy minister, this tax is “quite stable” and can grow even in times of crisis.
By September, 82 regions increased revenues excluding transfers from the federal budget by 21% compared to the same period last year. Revenues amounted to 10.3 trillion rubles.
Earlier, 54 regions estimated their anti-crisis spending at 995 billion rubles.
