Representatives of Russian business consider procurement under 223-FZ to be the most corrupt area of ​​activity in 2023. This should from the results of an anonymous study of entrepreneurs “Business Barometer of Corruption” of the Chamber of Commerce and Industry (CCI).

42.25% of respondents consider procurement under 223-FZ to be the most corrupt area (31.73% a year earlier). This opinion is associated with the procurement of goods and services in a closed format. A year earlier, the removal of municipal solid waste (MSW, 47.3%) was in first place. Now this point is in fourth place.

In second place in terms of perception of corruption is obtaining permits, certificates, licensing, and accreditation. This item was chosen by 36.2% of respondents (37.68% a year earlier). In third place is control (supervision) of business, as well as interaction with inspection bodies (35.55% and 37.82% last year).

The study involved 39,763 respondents from eight federal districts of the country. More than 60% of respondents have been engaged in business activities for more than three years. The study also included state and municipal employees, as well as the self-employed.

When asked whether it is possible to reduce the level of corruption using existing measures, 33.8% of respondents answered “partially.” 22.27% of respondents called the measures insufficient, 20.34% considered it possible, and 23.59% could not answer.

There are also problems that business considers to be the causes of corruption in the economic sphere of activity: insufficiently strict control over officials, their income and expenses (41.57%), opacity of decision-making procedures (37.79%), the possibility of making a sole decision by an official (36 .52%), low level of anti-corruption culture (29.01%), disproportionate punishment for corruption (28.08%), low salaries of public sector employees (27.09%).

Today the head of the Investigative Committee Alexander Bastrykin reportedthat since the beginning of the year almost 9 thousand accused of corruption have appeared in court. The most common type of crime is bribery. About 40% of those accused of corruption committed crimes in the law enforcement sphere.
