According to the text of the bill, art. 33 of federal law No. 53 “On military duty and military service” will be supplemented with paragraph 2, allowing to enter the military service fit for military service with minor restrictions or limited fit.
In addition, those with a criminal record will be able to conclude a contract. Exceptions include convictions for committing crimes against the sexual inviolability of minors or grave and especially grave crimes. A person accepted for military service on mobilization or in wartime is released from punishment, the conviction is extinguished.
It follows from the explanatory note that the bill is aimed at granting certain categories of citizens the right to enter the service under a contract. “In the course of the work, a significant number of citizens were identified who wish to enter the military service under a contract, from among those with whom a contract cannot be concluded,” the bill says.
In September 2022, deputies of the State Assembly of Bashkiria proposed sending convicts to the special operation zone. According to the head of the State Assembly of the republic, Konstantin Tolkachev, participation in the special operation will help the convict to atone for his guilt before society. He also believes that such a measure will strengthen the size of the Russian army.
According to the initiative, a convict may receive a reprieve from serving a sentence in order to participate in hostilities. It is noted that one day in the war zone will be counted as 10 days in the colony.
