Losses of Russian agricultural producers from export duties on grain exceeded 1 trillion rubles, said in an interview Vedomosti President of the Russian Grain Union Arkady Zlochevsky. He does not expect a rise in grain prices this season, but he believes that the current situation is “unfavorable”. According to him, “world prices have fallen to $280 per ton and are looking down, domestic costs have increased, including the cost of transportation, transshipment, and cargo handling.” He called the abolition of duties the way out of the situation.
“Domestic purchase prices (in case of cancellation of duties.— “b”) will go up automatically, and all exporters will whistle to drive grain abroad, and we will definitely fulfill the plan of 62 million tons of export. You just need to turn off the toggle switch in the form of duties,” Arkady Zlochevsky is convinced.
The grain damper mechanism has been introduced in Russia since June 2, 2021. It includes floating duties on the export of wheat, corn and barley, and the proceeds are used to subsidize agricultural producers. The base price for calculating the export duty on wheat is set at 15,000 rubles. per 1 ton, for barley and corn – 13.875 thousand rubles.
As Kommersant learned, Rosspetsmash, against the background of falling demand for agricultural machinery, calls on the government to increase the amount of subsidies for its supplies and cancel the export duty on grain for five years in order to improve the profitability of farmers. Agricultural producers confirm the decline in purchases of machinery. They note the rise in prices and the limited range of Russian factories against the backdrop of promising proposals from China, Turkey and India.
