On December 11, 1991, by decree of the President of the Russian Federation Boris Yeltsin, he was appointed the first head of the administration of the Kursk region Vasily Shuteev, who worked since 1989 as the first deputy, and since October 1991 – as the chairman of the Kursk regional executive committee.
The first elections of the head of the region were held on October 20, 1996, Mr. Shuteev lost the vote to the former Vice President of the Russian Federation Alexander Rutsky (17.6% against 74% of the vote), supported by the People’s Patriotic Union, headed by Gennady Zyuganov.
On October 21, 2000, the Kursk Regional Court withdrew Mr. Rutskoy from the next gubernatorial election because of the underestimated size of his living space in his documents. On November 5, the second round of elections with the support of the Communist Party was won by a State Duma deputy Alexander Mikhailov (55.5% of the vote), leaving behind the head of the regional organization of the “Unity” movement Viktor Surzhikov (37.93%).
In 2005 and 2010, Mr. Mikhailov was reappointed twice on the proposal of the president, but this time as a representative of United Russia. On May 17, 2014, he left the post ahead of schedule to participate in the gubernatorial elections on September 14 of the same year, scored 68.81% of the votes and retained his post. On October 11, 2018, he resigned of his own accord. Mr. Mikhailov spent almost 18 years at the head of the region.
After Alexander Mikhailov, the region was headed by the former Deputy Minister of Transport Roman Starovoit. In the 2019 gubernatorial election, he won 81.07% of the vote.
