Peskov pointed out the prerequisites for concluding a peace treaty on Karabakh

The Kremlin believes that the issue of Karabakh’s ownership has been resolved, and there are prerequisites for Baku and Yerevan to sign a peace treaty, said Russian Presidential Press Secretary Dmitry Peskov.
Peskov noted that now no one will undertake to set a time frame for reaching a peace treaty, but the main issue of Karabakh’s ownership has been resolved. The Kremlin spokesman added that many technical issues remain before “work on this agreement is finalized.”
“But all the prerequisites for this exist, and if there is good will, it will be possible to reach the finish line,” noted Peskov (quote from TASS).
The Kremlin proceeds from the fact that conditions will be created for a ceasefire in Karabakh, and measures will be taken to return those displaced. Peskov explainedWhile there are no specifics on unblocking transport corridors in Karabakh yet, the parties agreed to become more active on this issue.
On the afternoon of September 21, Russian President Vladimir Putin and Azerbaijani President Ilham Aliyev held a telephone conversation, during which the emphasis was placed on ensuring the rights and security of the Armenian population. Baku is ready to interact with Russian peacekeepers on this issue. At the same time, the leaders agreed to intensify work on negotiations in line with trilateral agreements at the highest level for 2020–2022. As noted in the Kremlin, first of all we are talking about unblocking transport links, delimiting the border and preparing a peace treaty.
On September 19, Azerbaijan announced the start of “anti-terrorism measures” in Nagorno-Karabakh to “restorate the constitutional order.” Already on September 20, the unrecognized Nagorno-Karabakh Republic (NKR) announced a complete ceasefire and disarmament of troops through the mediation of Russian peacekeepers.
September 21 in Yevlakh passed meeting of delegations of Armenians of Nagorno-Karabakh with representatives of the Azerbaijani authorities. During the negotiations, the parties touched upon the issues of reintegration of Armenians living in Karabakh.
