The Kremlin commented on the US State Department’s proposal to create an observation mission in Nagorno-Karabakh, emphasizing that Moscow continues contacts with both Baku and Yerevan.
“Any mission can exist only with the consent of the Azerbaijani side. You need to be aware of this. We, in turn, continue our contacts with Yerevan and Baku, as well as with the ethnic Armenians of Karabakh,” said Russian Presidential Press Secretary Dmitry Peskov.
Previously, US State Department spokesman Matthew Miller reportedthat the United States advocates the creation of an international mission that would guarantee the rights and security of the Armenian population of Nagorno-Karabakh. He noted that discussions on the initiative are already underway.
On September 19, Azerbaijan announced the start of “anti-terrorist measures” necessary for the “restoration of the constitutional order” in Nagorno-Karabakh. The next day, Karabakh authorities announced the conclusion of agreements on a complete ceasefire. On September 21, negotiations were held in Yevlakh between the delegation of the Armenians of Nagorno-Karabakh and representatives of the Azerbaijani authorities.
How stated at the Russian Foreign Ministry, Armenian Prime Minister Nikol Pashinyan “succumbed to the exhortations” of the EU and recognized Azerbaijan’s sovereignty over Nagorno-Karabakh, thereby violating the tripartite agreements of November 2020.
