Presidential spokesman Dmitry Peskov called the decree on the seizure of foreign assets “a response to the aggressive measures of unfriendly countries.”
“The main goal of the decree is to form a compensation fund for mirror measures for the illegal expropriation of Russian assets abroad,” the spokesman said. He also noted that this initiative “mirrors the attitude of Western countries”, and stressed that the measure “does not concern ownership issues and does not deprive the owners of their assets.”
Peskov explained that the list will be updated depending on the actions of unfriendly countries. “If necessary, the list of enterprises that are under external management, of course, can be expanded,” the spokesman said.
On April 25, Russian President Vladimir Putin signed decree on the mechanism for introducing temporary management of foreign assets in Russia – it introduces pointwise external management of the Federal Property Management Agency in relation to the Russian subsidiaries of large energy companies: Fortum (Finland) and Unipro (Germany).
The Federal Property Management Agency said that temporary management is being introduced in relation to generating assets “of paramount importance for the stable functioning of the Russian energy sector.” According to the document itself, the decree does not deal with “property issues and does not deprive the owners of their assets.”
When asked if the owner could sell his assets, Peskov did not answer, but added that “the decision is still made by external management.”
