Russian Permanent Representative to the IAEA Mikhail Ulyanov spoke about the essence of the proposal of the IAEA Director General Rafael Grossi on the creation of an operational and physical nuclear safety protection zone at the Zaporozhye NPP.
“Its essence, in a nutshell, is that you can’t shoot from the territory of the station and you can’t shoot at this station. It’s a completely reasonable idea that we generally support. But, as always, the question is in the details,” Ulyanov said.
At the same time, according to him, the details that need to be resolved relate, among other things, to the geographical parameters of the zone: should it include only the territory of the station itself, “which would probably be a rational decision,” or should some territory be annexed and around the nuclear power plant.
Another important detail is who will monitor compliance with the agreement on the protection zone.
As Ulyanov noted, Kyiv slows down the discussion of details. At the end of September, IAEA Director General Grossi submitted his projects to the Foreign Ministers of Russia and Ukraine, and the Russian Federation submitted its proposals on October 11. The Ukrainian side has not yet done this.
