The People’s Council of the Donetsk People’s Republic (DPR) adopted a law on the administrative-territorial structure of the region. The document was published April 6 and signed by the acting head of the republic Denis Pushilin.
The law was passed on March 31st. According to it, the categories and types of settlements in the region, the powers of state authorities and the rights of representative bodies of municipalities in the field of administrative-territorial structure are established.
After the stage of integration into Russian legislation, the DPR provides for the formation of 18 municipal districts, such as Artemovsky, Volnovakhsky, Volodarsky, Dobropolsky, Konstantinovsky, Krasnolimansky, and others. others
It also provides for the possibility of abolishing the settlement. It can only be abolished if it has a population of no more than 40 people.
“In order to make a decision on the abolition of the settlement <...> the head of the relevant municipality creates a commission of representatives of local self-government bodies <...> The commission draws up an act that reflects the dates of liquidation of production facilities and the resettlement of residents, the place of resettlement, as well as reasoned conclusions that in the coming years there are no grounds for [его] restoration,” the text of the law says.
