The Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) ended without the adoption of an outcome document, transmits Interfax with reference to its chairman Gustavo Zlauvinen.

“Despite intensive consultations, the conference was unable to reach an agreement on the substantive part of the draft final document,” he said.

The conference participants did not adopt the final document, as they failed to agree on the provisions relating to Ukraine, in particular, the situation at the Zaporozhye NPP, writes TASS.

“We needed more time to see if it was possible to find a compromise on the wording of this particular topic – the situation around the Zaporozhye nuclear power plant – as well as other nuclear facilities in Ukraine. The Russian delegation in its speech stated that it could not accept the document without the changes it proposed,” Zlauvinen said.

According to him, Russia also wanted to amend the paragraph on the Budapest Memorandum.

Deputy Head of the Russian Delegation Andrey Belousov at the NPT Review Conference named several reasons for not allowing the adoption of the final report. Among them are “a huge distance between the positions of the parties” and “weak desire of states occupying opposite positions to take into account the opinion of opponents.” He also stated that some delegations came to the conference to “advance their political positions.”

The next NPT Review Conference will be held in 2026.
