It is more reliable to protect fertile lands, and at the same time to save budgetary funds, a new law, the draft of which was submitted to the State Duma by a group of parliamentarians from United Russia, will have to. The bill provides for the simplification of the procedure for leasing land plots occupied by protective forest plantations, or, simply speaking, protective forest belts.
In the course of the land reform carried out in the early 1990s, when the farmlands of collective farms and state farms were transferred to the common shared ownership of those who worked on them, land plots occupied by protective forest plantations remained in state ownership. This decision was made in order to save the stripes, but it backfired.
Now the state of forest plantations on many of the protective belts is assessed by experts as critical. This is due to the natural aging of trees and shrubs, fires, and illegal logging. The result is a decrease in soil fertility. After all, trees and shrubs planted along the borders of fields protect the land from adverse natural impacts, protect fields from drought, water and wind erosion, and contribute to the growth of productivity.
The authors of the bill propose to lease land with forest belts to agricultural organizations, peasant and farm enterprises and individual entrepreneurs recognized as agricultural producers. The transfer is proposed to be carried out without bidding, but only to farmers-owners of adjacent agricultural plots.
According to parliamentarians, the introduction of such a norm into the Land Code will significantly reduce the state’s costs for cadastral works, surveys, development of projects to put in order existing and plant new trees and shrubs, as well as to care for them – after all, farmers themselves will do all this. Such a scheme will even bring profit: you still have to pay for rent, though not much.
