Operational headquarters of eight regions will be able to coordinate the work of the military and security forces

Russian President Vladimir Putin signed a decree granting the operational headquarters of eight regions, where a medium level of response has been introduced, the authority to ensure the consistency of the use of the Russian Armed Forces, Russian Guard troops, the Russian Emergencies Ministry, the Department of Internal Affairs and the FSB. According to the document, the measure is required to fulfill the tasks of protecting public order and ensuring public safety, protecting the state border of the Russian Federation, and combating sabotage and reconnaissance formations of foreign states and illegal armed formations.

For the same purposes, military units and subdivisions of the RF Armed Forces, the troops of the Russian Guard, the forces and means of the Ministry of Emergency Situations of the Russian Federation, the Department of Internal Affairs of the Russian Federation, as well as the forces and means of the subjects themselves are transferred to the subordination of the regional operational headquarters.

It is clarified that the Russian Guard, the Ministry of Emergency Situations and the Ministry of Internal Affairs, in agreement with the Ministry of Defense, must transfer “military units, subdivisions, forces and means”, as well as the “material resources” necessary to ensure them, to the operational subordination of the operational headquarters by September 30.

In addition, according to the decree, the operational headquarters “have the right to involve citizens on a voluntary basis” in the performance of these tasks, and are also “obliged to provide them with the necessary equipment, special means and means of communication.”

Additional measures are being introduced to improve the efficiency of the heads of subjects in connection with the introduction of martial law in the DPR, LPR, Donetsk and Kherson regions.

By decree of the President of the Russian Federation, the average level of response introduced since October 20, 2022 in Sevastopol, Crimea, Krasnodar Territory, Belgorod, Bryansk, Voronezh, Kursk, Rostov regions.

In all other subjects of the Central and Southern Federal Districts, from October 20, 2022, the high alert level is in effect, in the rest – the basic alert level.
