Only every fifth tourist in 2022 paid a resort fee in the Krasnodar Territory

In 2022, thanks to the resort fee, the Kuban budget was replenished by 747 million rubles. About it informs RBC with reference to the press service of the Ministry of Resorts, Tourism and Olympic Heritage of the Krasnodar Territory.

Last year, the region’s income from the resort fee increased 4.5 times, in 2021 they amounted to only 165 million rubles. It is noted that the indicator became a record for five years of the experiment. At the same time, the multiple growth in income is explained by the increase in the rate of the tax itself. In 2022, in the Krasnodar Territory, it increased from 10 to 30 rubles, and in Sochi, the resort fee was raised from 10 to 50 rubles.

In addition, the number of resort tax payers has also increased – from 3.1 million in 2021 to 3.6 million in 2022. As RBC clarifies, the increase in the indicator is not associated with an increase in tourist flow, but with the expansion of the territory of the experiment and the inclusion of federal territory in it Sirius since August 2021

According to RBC estimates, in 2022, a little more than half of the tourists who stayed in Krasnodar hotels paid the resort fee. According to the Ministry of Resorts, Tourism and Olympic Heritage of the region, 55% of tourists paid the tax.

At the same time, Governor Veniamin Kondratyev points to an increase in tourist traffic in Krasnodar resorts. In 2022, 17.4 million tourists rested in the region against 16.8 million in 2021. Thus, every fifth vacationer paid the resort fee, RBC calculated. This is due to the fact that a large number of tourists belonging to the privileged category rest at the resorts. In addition, some vacationers stay in guest houses and the private sector, where the tax is not collected.

An experiment on the collection of a resort fee, which tourists pay when checking into hotels, has been going on in Russia since 2018. In December 2022, Russian President Vladimir Putin signed a decree extending the experiment in the Crimea, Altai, Krasnodar and Stavropol Territories until the end of 2024. In addition, St. Petersburg and the Sirius federal territory, which hosted the 2014 Winter Olympics, were included in the number of regions that are allowed to charge a resort fee.
