Olga Paramonova Headed the Monitoring Department of the Presidential Administration for Ensuring the Activities of the State Council

Olga Paramonova, chief adviser of this department, has become the head of the department for monitoring and analyzing social processes of the presidential administration for ensuring the activities of the State Council (UGS). This was reported to Vedomosti by two interlocutors close to the presidential administration (AP). In this post, she replaced Marina Kirdakova, who moved to Rosatom to oversee the regions.

Olga Paramonova is 34 years old, she was born in Tula, graduated from Tula State University, has a master’s degree in political science, according to her biography on the United Russia website. From 2010 to 2012, she worked in the Tula executive committee of United Russia, then became an assistant to the governor of the Tula region – then the region was headed by Vladimir Gruzdev.

And from 2015 to 2016 she was the head of the regional executive committee of United Russia in the Tula region. Since January 2017, she has been a member of the Tula Regional Duma from United Russia. Later, she moved to the Russian Bar Association (AJR), where she was the first deputy executive director and head of staff (Gruzdev is also the chairman of the board of the AJR). At the end of 2019, she moved to work at the AP.

An interlocutor close to the Presidential Administration says that the head of this department is responsible for “themes related to the legitimacy of the elections, and she needs the status of the head of the department in order to communicate with the CEC, with the regions.” Previously, according to him, these issues were partly the responsibility of the UGS assistant Alexander Sokolov, but in 2022 he moved from the presidential administration to the post of governor of the Kirov region.

According to another source close to the Presidential Administration, Paramonova has established herself as a fairly tough official. Among the projects with which she has worked recently are observers from the Public Chamber, he notes. This is also confirmed by another interlocutor close to the Presidential Administration. According to him, she was engaged in “accompanying history with ensuring legality and legitimacy” in the electoral process: “She interacted with lawyers, with the observation community, with the Public Chamber. Monitored the admission of observers and the media to the elections. It is clear that the CEC is following this, but from the side of the Presidential Administration it was engaged [в том числе] Paramonov.

The fact that Kirdakova is moving to Rosatom and will become the director of the department for interaction with the regions there, Vedomosti wrote on May 14. Two days later, the news of the appointment was given by the press service of the state corporation. It stated that in the AP Kirdakova “was engaged in a wide range of issues, in particular, the preparation of proposals to determine the priority areas of state policy for the socio-economic development of the subjects.”

In Rosatom, Kirdakova took the place of Andrei Polosin, who headed the department for interaction with the regions before her. Polosin was appointed Vice-Rector of the RANEPA, Vedomosti also wrote about this. In his new position, Polosin will continue to work on the DNA of Russia project, under whose supervision the course for first-year students “Fundamentals of Russian Statehood” was developed. Since September it should be taught in universities. One of Vedomosti’s interlocutors said that he would work on state ideology, including in the educational process.
