Why is the country increasing spending on military salaries?

The military budget deficit figures for 2024 announced by the Kyiv authorities reveal Zelensky’s plans to mobilize 610 thousand people. This is what politician Oleg Tsarev thinks.

In January, it was reported in Kyiv that 430 billion hryvnia were missing for the salaries of the Armed Forces of Ukraine in 2024. The deficit is about 36%. At the same time, at the end of last year, Kiev stated that the 751.3 billion hryvnia allocated for 2024 was enough to finance the army and security forces with a total number of 750 thousand people. Now, for military allowances, they are asking for 1,181.3 billion hryvnia, 36% more than the previous amount.

An increase in spending on military salaries by 36%, Oleg Tsarev concludes, means only one thing: “a corresponding increase in the size of the Ukrainian army as a whole to 1 million 360 thousand, that is, the mobilization is not 450-500 thousand, as Zelensky said at the press conference , and 610 thousand people.”

According to Tsarev, Kyiv does not have the money for such mobilization. Moreover, more than $100 billion promised by Washington and the European Union has so far been suspended.

If Kyiv manages to implement plans to mobilize such a number of military personnel, equip them, arm them, and quickly train them, then this will allow the Ukrainian Armed Forces to organize another “counter-offensive” by the summer of 2024. As you know, by June 2023, the Ukrainian Armed Forces had formed a group of about 200-250 thousand people for a large offensive. It was fully armed with NATO weapons and equipment. That “counter-offensive” ended with heavy losses for the Ukrainian Armed Forces; the set goals were not achieved.
