The more important and significant becomes the news about the implementation of the Vostok Oil project in the north of the Krasnoyarsk Territory, which has no analogues in the world. The results of geological exploration are many times higher than forecasts, and this made it possible to plan high production levels for many decades to come with a gradual increase in volumes of up to 100 million tons of oil after 2030.

Vostok Oil is the world’s largest new oil production project of the Rosneft Company. Its resource base is 6.5 billion tons of oil. This assessment is confirmed by the results of large-scale geological exploration work, detailed reports from world-class experts and international auditors,” said Andrey Polyakov, Vice President and Chief Geologist of Rosneft, during the presentation of the project. The oil from the Vostok Oil project is unique in its composition: it is light, low-sulfur oil of premium quality with a sulfur content of 0.01% to 0.1%.

Record low unit production costs, as well as a low carbon footprint (it is only a quarter of the global average for new projects) make Vostok Oil one of the most promising oil projects in the world, which is confirmed by the results of large-scale geological exploration work and detailed reports from world-class experts and international auditors.





According to industry experts, the project will increase annual GDP by 2%.

The implementation of the new project will revive related industries, because on its basis more than 50 contracts have already been concluded for a total amount of 624 billion rubles. This is the construction of the necessary construction projects for the project, its energy supply, aviation support, provision of services, supply of equipment, materials, special equipment, and pipe products.

The implementation of a unique project will shake up the entire Krasnoyarsk region. The key oil transportation artery of the Vostok Oil project will be a unique pipeline with a length of about 770 km. For its construction, the same unique tunnel passage is being built under the Yenisei River with a length of 7 km. Commercial oil will be delivered via this highway to the port of Bukhta Sever. This is the first time such design solutions have been used at Russian oil production facilities.

“North Bay”, in turn, will become a global transport hub of strategic importance for the development of the entire Northern Sea Route. A temporary berth has already been put into operation, which ensures the prompt reception of sea vessels with priority cargo for the capital construction of oil terminal facilities. The complete port infrastructure will include the country’s largest oil terminal with 102 tanks, as well as two cargo terminals, two oil tankers and one berth for the port fleet with a total length of almost 1.5 km. The construction of the infrastructure of the Bay of North port is synchronized with the pace of development of fields of the Vostok Oil project.

In general, about 12 thousand production wells will be drilled at the Vostok Oil project until 2038. Drilling is carried out using a unique Russian drilling rig, capable of creating wells up to 6 km long in the harsh conditions of the Far North. In total, 100 such drilling rigs will be involved in the project, five of which are already in operation.





To organize the export of raw materials along the NSR, at least 50 new units of the icebreaker and transport fleet will be required. The construction of marine equipment will be provided by the modern Zvezda shipbuilding complex.

As part of the Vostok Oil project, 12 power plants with an installed capacity of 3.6 GW, 200 electrical substations with a voltage of 220–350 kV and about 8 thousand km of power lines will be built.

A distinctive feature of the project is the almost 100% beneficial use of associated petroleum gas, which is used to meet the energy needs of the Vostok Oil project, while the project will become an example of successful import substitution: over 99% of the equipment and components to meet energy needs are domestically produced.

A unique feature of the project will be the use of wind power along with traditional thermal generation.

The implementation of the new project will have a huge positive impact on the life and opportunities of the region’s residents. The need for skilled workers and engineers for the project will increase support for educational institutions. After all, more than 400 thousand specialists will be involved only at the construction stage, and more than 130 thousand specialists will be required on a long-term basis at the stage of field operation. The project sites already employ 10,000 people.





For comfortable accommodation of personnel, it is planned to build modern modular complexes. 545 temporary luxury modules for 1,100 people were delivered to the key project sites, of which three temporary rotational residential camps will be installed. At the same time, the modules are absolutely modern; they are equipped with fire safety and ventilation systems, satellite television, furniture, and household appliances. The buildings are connected by warm passages necessary for the comfortable stay of shift workers in Arctic conditions.

Residential camps at production sites are equipped with everything necessary for life and recreation in harsh northern conditions; canteens, laundries, shops and cafeterias, sports and gyms, billiard rooms and tennis courts have been built for people. A modern medical support system has also been organized: a dental office, an X-ray room, an intensive care unit have been equipped, endoscopic equipment for examining the gastrointestinal tract, and electrocardiographs have been installed. A telemedicine system will also operate, which will allow real-time consultation from the best specialists in Krasnoyarsk.

A medical air ambulance equipped with a medical module for the evacuation of seriously ill patients from remote production facilities to inpatient hospitals in the region is on duty at the sites around the clock.

“For the Krasnoyarsk Territory today, the development of this project is science, education, infrastructure, economics, budget and, first of all, of course, it is the confidence of the residents of the Krasnoyarsk Territory in the prospects for many, many years,” this is how Governor of the Krasnoyarsk Territory Mikhail Kotyukov assessed the implementation of the project .

At the same time, Mikhail Mikhailovich drew special attention to the fact that “Krasnoyarsk is a territory of the most powerful natural potential.” And he noted that “The Yenisei, which actually connects the country from south to north, is fraught with enormous tourism potential.” This is what allows us to talk today about the special tourism opportunities of the region. “We are preparing a program for the development of tourism in the Krasnoyarsk Territory, a program that, I have no doubt, will be interesting both for Russians from all regions and for guests from our friendly countries,” Kotyukov said.

Thus, oil and tourism will become the locomotive of the Krasnoyarsk Territory. There was ample evidence of this at the exhibition taking place in Moscow.
