Officials are going to relocate Russians from emergency apartments at the expense of tenants

“People will be offered not to wait in line to move, but to get new housing faster, but not for free”

The authorities had an idea to relocate Russians from emergency housing to a new one at the expense of the citizens themselves. The adopted Strategy for the Development of the Construction Industry and Housing and Public Utilities until 2030 provides for the issuance of new housing to replace emergency housing with the condition of additional payment of the difference in cost between them in installments (for a period of 15 years). To what extent this measure, which is supposed to be developed by 2025, is real, the expert said.

– Now everything depends on the lack of any specifics. It seems that there is no question of reforming the Housing Code, and if so, then any innovations should not contradict its current provisions, – Irina Dobrokhotova, managing partner of Dombook, chairman of the board of directors of BEST-Novostroy, told MK.

In this case, perhaps, we are talking about an additional payment for excess space during relocation – a citizen has the right to demand new housing that is larger in area than he is required by law, but only if he is ready to pay additional square meters at a market price. This right was valid before, but payment had to be made immediately. If now there is an alternative in the form of installments, this, of course, is a plus.

Another way to interpret the initiative with “paid resettlement” is that people will be offered not to wait in line to move, but to get new housing faster, but not for free. This is especially true for regions where the possibilities of new construction are limited, primarily physically – for example, there is simply nowhere to build houses for migrants, except on the site of demolished houses. or where the volume of dilapidated and dilapidated housing is growing much faster than the volume of new.

“In this case, the authorities could buy an apartment from developers on the commercial real estate market, and provide it to those in need of better living conditions, if they agree to pay the difference in cost in installments, but move years faster,” continues Irina Dobrokhotova. – Also an interesting option. Of course, in Moscow you can find locations where a square meter in a “Khrushchev” will be half the price than in a neighboring new building, but there are no other options where you can move. And this difference can be 300 thousand rubles per square meter or more. But where the unit prices of old and new housing are comparable, this option can be used, and the financial burden in installments for 15 years will be feasible.

They want to offer something similar with the purchase of rental housing, the expert says. For example, the region does not have the capacity to build houses for resettlement; at the same time, there is no money to buy apartments from developers for this purpose, and it is necessary to somehow hurry up with the improvement of living conditions. In this case, it is possible to provide people not with their own, but with rental housing, but quickly, especially with the right to purchase at the most benign prices.

In other words, all of these options are good, but only on the condition that they are alternatives for those migrants who want to speed up the process, and not a mandatory measure for everyone.

According to article 32 of the Housing Code of the Russian Federation, migrants from emergency houses receive new apartments of the same area as the old ones, but not less than 6 square meters. m per person, or monetary compensation at the cost of emergency housing.
