Official entry: Armenia has become a full member of the ICC

Armenia became a full member of the International Criminal Court (ICC) on February 1, 2024. This happened after the ratification of the Rome Statute by the Armenian parliament on October 3 of the previous year. 60 deputies of the ruling Civil Contract party voted for this decision, while opposition forces were against such a step.

Representatives of the opposition factions “Armenia” and “I Have the Honor” expressed their comments regarding ratification. Artsvik Minasyan from the Armenia faction said that the ratification procedure contradicts the country’s constitution, and deputies from the ruling party exceeded their powers. Hayk Mamijanyan from the “I Have the Honor” faction called the process unconstitutional, pointing to the decision of the Constitutional Court in 2004, which recognized the Rome Statute as contrary to the basic law.

At the same time, the Armenian government is confident that problems that may arise with Moscow after joining the ICC can be resolved by concluding bilateral agreements.
