Obtaining Russian passports and mother capital in Donetsk is hindered by shelling

In his address to the Federal Assembly, the President of the Russian Federation paid special attention to the new Russian territories. Residents of the DPR, LPR, Kharkiv and Zvporozhye regions eagerly absorbed information about social benefits and benefits. But for now, people are worried about pressing problems: when water appears in the taps, who is entitled to the capital and how not to lose composure in the queues for a Russian passport. It seems that the massive shelling, which has noticeably intensified over the past few days, has turned into background noise that makes it difficult to understand topics that are important for any resident of the DPR.

The first stage of the water pipeline coming from the territory of Russia will soon be put into operation. But in Donetsk, there are no noticeable changes in the water supply. All front-line areas are also suffering from a lack of water in taps, water carriers continue to run through neighborhoods and villages, and the number of angry appeals on violation of the schedule for supplying water to the population does not decrease on social networks. And the answers of public utilities still remain unchanged: there are no people, there are accidents, wait for the liberation of Slavyansk.

But recently, the residents of the republic still have hope for the resumption of water supply. The Khartsyzsk plant has produced the final meters of pipe for the new Don-Seversky Donets conduit. The authorities promised to launch the project on April 1. But will the dream of Donetsk residents about round-the-clock water supply come true? Unfortunately no. Acting Head of the DPR Denis Pushilin said that it would not be possible to reach the round-the-clock water supply. The new conduit will only make it possible to cover part of the needs and provide Donetsk residents with water after the depletion of the main reserves. And the utilities are right. Water will flow from the taps around the clock only after the liberation of Slavyansk and part of the Kharkiv region, where the infrastructure of the Seversky Donets-Donbass canal is located. No other is given.

The next burning issue for the people of Donetsk was Vladimir Putin’s statement on the payment of maternity capital to the families of the new constituent entities of the Russian Federation. Social networks literally exploded with messages on the topic “who is entitled to the capital and when it will be possible to receive it.” Many even asked if it was worth waiting in line at the MFC. Here the Ministry of Labor of the Russian Federation came to the aid of parents, explaining the president’s statement and cooling the ardor of the inhabitants of the new regions who have one child at the age of fifteen.

The fact is that residents of the republics of Donbass, as well as Zaporozhye and Kherson regions, can indeed receive certificates for the payment of maternity capital. But on a general basis for all Russians. That is, if there is one child born in 2007 in a Donetsk family, they are not entitled to payments. They could receive matkapital for the second and subsequent child born since 2007. A first-born certificate can only be obtained if the child was born in 2020.

The residents of Donetsk assessed this innovation ambiguously. Some went to the MFC for official clarifications, others are embarrassed by bureaucratic delays in registration, and still others fully agree with the general provisions of the law. “I can imagine how the Russians would look at us if they started paying us for the birth of all children under unique benefits,” Ksenia, a resident of Donetsk, commented on the situation with payments. “I don’t see anything new. voiced the current situation in new regions.

And the final chord in the everyday difficulties of Donetsk residents is getting a Russian passport. It would seem that the procedure for obtaining a passport has been simplified, more than 35 points for receiving documents have been opened in the region. What can slow down the process? The human factor, shelling, queues, and sometimes breaking the law. The fact is that the accumulation of people in one place in Donetsk today is a very dangerous undertaking. More than once, Ukrainian shells flew next to the queues for water or into banks. Many residents of Donetsk fear a repeat of the tragedy and are trying to postpone getting a new passport for a quieter time.

But those who decide to take such a step are forced to face not only the collection and translation of documents, but also the sale of places in the queues that cunning citizens occupy from the early morning, or even at night.

After the abolition of electronic coupons, people storm passport offices throughout the republic, line up in long queues, make mistakes in translating Ukrainian documents, since recently citizens can do it on their own, do not understand why, when obtaining a passport, documents on changing their surnames are needed back in the days of the USSR, and how, in the end, the system of entering a local residence permit into the passport works.

There is, of course, an alternative to the energy-intensive process. Donetsk residents go to neighboring regions to get a passport. There are no queues and nerves are spent an order of magnitude less. There are even announcements with proposals to issue “refugee” payments, materkapital and obtaining a Russian passport in the Rostov region in one day. This service will cost from three to eight thousand rubles per person. For some, the amount is unbearable. So it turns out that several social problems with a frame in the form of bureaucracy hit the Donetsk people at once. There is matkapital, but many do not understand to whom and how it will be paid. Yes, and only residents of new regions will be able to issue this social benefit if they have a Russian passport. It is possible to get a Russian passport, but not everyone has a reserve of nerve cells, courage and, as it turned out, money. And against the backdrop of these everyday difficulties, the lack of water and shelling are no longer felt as acutely as before.
