The Ministry of Digital Development will refuse to continue directly issuing grants to IT developers for projects in the field of import substitution. As the head of the Ministry of Digital Development, Maksut Shadayev, explained, the decision was due to a lack of expertise and detailed understanding of the developments. After an audit of decisions made on issuing grants in 2022–2023, the ministry intends to move on to supporting developers either with preferential loans or through stimulating demand. According to market participants, the decision will not affect the companies’ plans for import substitution – they have not lost anything from this, small companies continue to survive in other ways.
