Nominees of parliamentary parties dropped out of elections at various levels

On August 9, the stage of registration of candidates for regional elections was completed in most of the constituent entities of the Russian Federation, with the exception of new ones (Donetsk and Luhansk people’s republics, Zaporozhye and Kherson regions). There, the deadline for submitting documents will last longer (until August 17) due to the specifics of the elections during martial law.

As the head of the Central Election Commission (CEC) Ella Pamfilova said, on the single voting day on September 10, 21 parties out of 25 eligible to participate in the elections will be represented on the ballots, more than 75,000 people nominated their candidacies, including 12,000 self-nominated candidates.

Pamfilova drew attention to the low percentage of registration refusals. In particular, in the by-elections of the State Duma deputies (to be held in four regions: Lipetsk region, Karachay-Cherkessia, Krasnoyarsk Territory and Crimea), there was not a single refusal.

At the same time, a number of status nominees in elections at various levels still could not go through the registration procedure. For example, the election committee refused to register independent deputies of the Volgograd City Duma Ilya Kravchenko and Dmitry Krylov (both ran as self-nominated candidates). Some of the voters’ signatures collected in his support were rejected from the first, and the second was not registered due to the distribution of extremist materials.

The former head of the United Russia faction in the Yekaterinburg City Duma, Ira Ovchinnikova, who left the ruling party after the defeat in the primaries and participated in the elections to the new convocation as a self-nominated candidate, was denied registration due to the invalidity of part of the voters’ signatures, but challenged it in court . The Verkh-Isetsky District Court of Yekaterinburg ordered the Electoral Commission to register Ovchinnikova.

The list of “New People” was not registered in the elections to the assembly of deputies of the Nenets Autonomous Okrug. Yabloko in the current election campaign will participate in municipal elections and two by-election campaigns to the State Duma (in Karachay-Cherkessia and the Krasnoyarsk Territory). The party did not put forward lists for legislative assemblies in any of the 20 regions, single-mandate candidates could not register.

The Election Commission of Khakassia refused to register for the elections to the Supreme Council of the list of the party “For Justice!” (PARZAS) due to the invalidity of some of the signatures collected in support of the nomination of candidates.

In Ryazan, the electoral committee refused to register the animal rights activist Irina Generalova, nominated by the Communist Party of the Russian Federation, for the elections to the city duma, because she hid information about her criminal record.

Maria Prusakova, a member of the Communist Party faction in the State Duma representing the Altai Territory, who failed to collect a sufficient number of signatures of local deputies and heads to pass the municipal filter in the gubernatorial elections, plans to organize a protest vote. She asks the voters who come to the polling stations to actually spoil the ballot. For those who will vote using remote electronic voting, she will offer to vote for one of her opponents from among the nominees from parliamentary parties. According to Prusakova, the communists “unanimously adopted a decision on three names.” These are Sergei Bulaev (LDPR), Evgenia Borovikova (Fair Russia) or Vladislav Vakaev (New People). At the same time, on August 15, Vakaev announced in his Telegram channel that he was refusing to participate in the elections: he would support the incumbent United Russia governor Viktor Tomenko. The regional branch of New People stated that this was the candidate’s sole decision.
