Deputies of the State Duma of “United Russia” received recommendations from the party on work with voters before and during the New Year holidays. They are instructed to focus on creating a festive atmosphere for the participants in the special military operation (SVO) and their families, while not turning New Year’s events into a political action, and also to be ready to help people who, due to weather conditions or other circumstances, find themselves in a difficult situation. However, the obligation of United Russia even on holidays to carry information to the masses about the implementation of the People’s Program of the Party has also not been canceled.
Deputies of the State Duma of United Russia and the activists of its regional branches received traditional recommendations from the party on working with voters during the regional week (from December 26 to 31) and subsequent New Year holidays. Support for the families of military personnel participating in a special military operation in Ukraine is a point that this year is constantly present in the “manuals”: this time the deputies were asked to focus “on creating a holiday atmosphere” for the children of soldiers and children evacuated from new regions. Among the activities recommended to United Russia are making New Year cards and writing letters to participants in the special operation, organizing congratulations for the children of front-line soldiers and New Year holidays for children evacuated from children’s institutions in new regions. It is especially emphasized that events related to children should not be turned into a political action, that is, “aggressive” party symbols should be refrained from. Children’s gifts should also not look like a campaign product, although packaging with a polar bear (the symbol of United Russia) is allowed, the document says.
Another task for the deputies for the holidays is to promote a healthy lifestyle and organize sports activities, although again, it is proposed to focus on children from families of soldiers participating in the special operation. Deputies of all levels and party activists were instructed to post on social networks posts dedicated to sporting events, holidays and competitions during the holidays, as well as to take part in them themselves. It is recommended to give preference to those that are planned at facilities built or modernized with the participation of United Russia and as part of the implementation of the People’s Party Program, which should be noted in publications under general hashtags like #ERnasporte or #SportsHolidaysER.
Despite the holidays, the task of supporting the families of the participants in the special operation in solving their current problems is also not canceled. This can take place in different formats: meetings with the families of the mobilized, participation in the work of public receptions and hotlines, explanation of existing measures to support military personnel. “As in the years of the Great Patriotic War, the slogan “Everything for the front, everything for victory” is becoming relevant,” the recommendations say. “Russian society is already showing examples of patriotism and solidarity, collecting humanitarian supplies for the front, purchasing drones, equipment needed in the zone CBO household items.
Also, the regional branches of the party and volunteer centers in the field were ordered to monitor situations with possible climatic and other emergencies, such as heavy snowfalls, abnormal frosts or fires, and breaks in communications during the New Year holidays. In the event of such a situation, it is necessary to attract volunteers to help people, paying special attention to lonely elderly people living in the private sector, veterans, families of participants in the special operation and those who live in temporary accommodation centers.
Finally, the deputies and activists of United Russia were instructed to inform citizens about the laws that will come into force from the New Year and the changes that will follow in this regard. This list includes, for example, an increase in the minimum wage to 16,242 rubles, a new subsistence minimum and planned indexation of pensions, as well as a new universal allowance for children. It is also worth reminding the Russians about the introduction of a new form of work book and a new means of payment – the digital ruble.
The deputies have already begun to implement the recommendations. “By tradition, on the eve of the New Year holidays, I congratulated the Chelyabinsk veterans of the Great Patriotic War and home front workers on the upcoming New Year and Christmas,” Dmitry Vyatkin, first deputy head of the United Russia faction in the State Duma, reported on his Telegram channel. And another United Russia deputy, on condition of anonymity, complained to Kommersant that the recommendations were received with a fair delay: meetings have already been scheduled, people have managed to agree. “The apparatus requires us to submit plans for the regional week in advance, at least two weeks in advance,” he said. “And this time the “manuals” were sent out only on Monday, when the deputies had already left.”
Experts assessed the anti-crisis potential of the regions
On Tuesday, at a round table dedicated to the presentation of a report on the anti-crisis strategies of Russian governors (see “Kommersant” of December 27), the communication agency “Minchenko Consulting” presented the concept of the “anti-crisis potential” index of the subjects of the federation, which ranks them based on the “margin of safety”. According to the head of the agency Yevgeny Minchenko, this is a “test product”, which is based on other Minchenko Consulting ratings, such as, for example, “State Council 2.0″, in which experts assess the political stability of governors and the likelihood of their resignation, as well as the model ” Politburo 2.0, which analyzes the balance of power in Vladimir Putin’s inner circle.
According to the results of the trial rating, Moscow and Tatarstan demonstrate the greatest potential. Their leaders Sergei Sobyanin and Rustam Minnikhanov, in particular, received 10 points each for proximity to Politburo 2.0 and 5 points each for having major infrastructure projects. The final index of their “anti-crisis potential” was 10 units. Following are the Tula (9.2), Kaliningrad (8.7) and Moscow (8.6) regions, St. Petersburg (8.4), Rostov (8.3) and Leningrad (7.4) regions, Krasnoyarsk Territory (7) and Kuzbass (6.9).
Most regions received an index from Minchenko Consulting in the range from 3 to 6, the median value was 4.4. At the same time, six subjects at once had an index below 2 units – these are the Smolensk Region, the Jewish Autonomous Region, the Altai Territory, Khakassia, Ingushetia and Kalmykia.
As analyst Yulian Balandin, who presented the index, noted, in aggregate, 30% of the country’s population, 28.5% of voters and 42.8% of the total gross domestic product fall into the top ten of the rating. These are the subjects most resistant to crisis shocks, the regional backbone that accumulates human, electoral and economic resources. They are followed by “regions of patronage”, where “the degree of patronage of the governor exceeds the economic potential”, which makes it possible to maintain high resistance to shocks, “economic middle peasants” (not the highest patronage, but good economy); “lagging behind” (low patronage, high conflict) and “poorly resourced” (potentially unable to cope with the crisis). Finally, the expert separately singled out the regions of the North Caucasus as “difficult to assess their situation and anti-crisis capabilities.” It should be noted that mainly the Caucasian republics received an index below 4 units, with the exception of Chechnya, which scored more than 5 units.
