“New People” proposed to legislatively solve the problem of non-inclusion of party representatives in the PEC

The head of the New People faction in the Moscow Regional Duma, Lev Zakirov, appealed to the leader of the Duma faction, Alexei Nechaev, with a request to consider amending the federal law “On Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum of Citizens of the Russian Federation” regarding the formation of precinct election commissions (PEC) (Vedomosti has a copy of the letter). The deputy proposes to change the system, which allows not to include members of the PEC with the right of decisive vote from the parties to the PEC.
According to Zakirov, the territorial election commissions (TECs) of several districts of the Moscow region, when refusing the New People, refer to the fact that they have complied with the requirements of paragraph 5 of Art. 27 of the above-mentioned law, appointing at least half of the total number of PEC members on the basis of proposals received from parties admitted to the distribution of deputy mandates in the State Duma (there are five such parties). “We believe that the territorial commissions should first of all appoint candidates from all parties represented in parliament, and fill the remaining vacant seats with candidates from non-parliamentary parties and assemblies of voters at the place of work and residence,” writes the Moscow region deputy.
