“New People” introduced a bill on the abolition of fines for living outside the registration

A group of deputies from the New People party contributed for consideration a bill that provides for sanctions for living at a different address of registration. The authors propose to abolish the relevant articles of the Code of Administrative Offenses – 19.15.1 (“Residence of a citizen of the Russian Federation at the place of stay or place of residence in a residential building without registration”) and 19.15.2 (“Violation of the rules for registering a citizen of the Russian Federation at the place of stay or place of residence in living quarters”).
“The administrative responsibility for living outside the place of registration provided for by the current legislation does not meet the modern tasks of public administration, it is applied selectively and inefficiently. The adoption of the bill will contribute to the development of the institution of a voluntary and notification procedure for the real place of residence of citizens, ”the explanatory note to the bill says.
The authors pointed out that the existing registration system cannot be substantiated by state planning, since the public administration system in the current conditions carries out planning based on integrated data. “In fact, even today, public administration systems can carry out their activities upon voluntary receipt of notifications about the place of residence of citizens,” the explanatory note says.
The government did not support the initiative. In the recall, the Cabinet of Ministers indicated that the law necessitates registration, among other things, “by the fulfillment by citizens of duties to other citizens, the state and society.” Therefore, the abolition of registration will not contribute to the “achievement of the preventive goals of the legislation”, as well as the protection of the “protected laws of values”. As Kommersant previously pointed out, representatives of other Duma factions are also skeptical about the initiative.
