Named the start date for filing applications for a single allowance

The head of the Ministry of Labor announced a new payment from the state: from December 28

A new payment for low-income families with children, known as the flat-rate allowance, will be available to apply from December 28. The head of the Ministry of Labor spoke about this at a joint meeting with Putin. The application must be submitted once through the state portal. And this is the second good news related to the new payment. The first was the increase on December 5 of the average subsistence minimum, to which the single allowance is tied, to 14,375 rubles.

“The law on this support measure comes into force on January 1, 2023, but citizens will already be able to fill out electronic applications on the public services portal from December 28,” said Anton Kotyakov, Minister of Labor and Social Protection of the country, at a meeting with the President. The Ministry also reports that in 2023 a single allowance will be paid to 10 million children and the state has allocated 1.7 billion rubles for it.

As previously reported, the single allowance will be a new unified social payment designed to cover the needs of low-income families throughout the life of a child. Starting from the early stages of the mother’s pregnancy – until the child reaches 17 years of age. All this time, the payment will come to the account if the low income in the family remains. The new system also eliminates discrepancies in the rules for granting payments and sources of payments. Previously, “a payment for the first child, which is provided from the budget in all regions, a payment for the third child from the budget, which is available only in 78 regions and is provided according to different rules,” the Ministry of Labor explained to MK. And there was also such that “the allowance for children from 3 to 8 years old, which is paid by the social protection authorities, and the allowance for children from 8 to 17 years old, which is paid by the PFR.” Now all the money will come from the new Social Fund of Russia.

Who will win and who will lose from the new system – such disputes began when the uniform benefit became known. Pregnant women, families with babies up to 1.5 years old and non-working parents will be able to win, they will receive twice as much per child. The situation of large families will definitely improve, especially in the regions. And ordinary parents of babies under 3 years old will lose – now everyone who falls under the category of those in need is paid 100% of the subsistence level in the region. A single allowance is graduated (100%, 75% or 50% of the subsistence minimum, depending on the degree of need of the family). After the December increase in the average subsistence minimum in the country, the average size of a single allowance for a child will be about 14.5, 11 or 7.5 thousand rubles.

– If it is not profitable for someone to draw up a single allowance, you can not do this for now, – lawyer Stanislav Popov comments. – That is, the law allows you to receive the old allowance for the entire period for which it was determined. And then go to a single allowance. But, in the case of receiving for children under 3 years old, we must not forget that under the new rules, you can receive a single allowance for one child and at the same time spend the mother’s capital on another. That is, two payments to receive, subject to the conditions that are stipulated there in the law. It is necessary to prolong the payment that is more profitable for you annually.
