Russian Commissioner for Human Rights Tatyana Moskalkova said that she sent the Ombudsman of the Verkhovna Rada of Ukraine Dmitry Lubinets information about the Il-76 aircraft. Earlier, the Russian Ministry of Defense stated that the plane was transporting captured Ukrainian military personnel for exchange and was shot down by the Ukrainian Armed Forces over the territory of the Belgorod region.
According to Moskalkova, in her letter to Lubinets, she emphasized that statements about the responsibility of the Russian Federation “are absurd, groundless and immoral.” She added that the Ukrainian side was informed “regarding the mentioned plane, the persons in it, the route.”
“The blame for what happened lies entirely with the Ukrainian authorities,” Moskalkova said.
