The former head of the Ministry for State Property Management of the Sverdlovsk Region, Alexei Pyankov, was called up as part of a partial mobilization, despite the fact that he has been under investigation on several charges since 2016. The expert believes that in this case there are “no questions” to Mr. Pyankov, and investigators can turn to the military prosecutor’s office with claims about the mobilization itself.
A source in law enforcement agencies told Kommersant about the mobilization of the former Sverdlovsk minister and his departure to the special military operation zone. Information about this publication 66.ru was confirmed by Alexei Pyankov’s lawyer Nikolai Kargapolov, who noted that the call of the ex-official under investigation does not violate Russian law. The lawyer referred to Art. 17 of the federal law “On mobilization training and mobilization”, according to which only citizens who have an unexpunged or outstanding conviction under grave and especially grave articles of the Criminal Code are not subject to conscription.

According to the publication, now the security forces are trying to return the ex-minister to Yekaterinburg. They also learned that Mr. Pyankov allegedly “received a military rank at the request of a number of respected persons.”
Nikolai Kargapolov refused to comment on Kommersant’s information about the mobilization of his client, but said that the court released Alexei Pyankov on bail during the investigation.
Lawyer Sergei Kolosovsky explained to Kommersant that with this measure of restraint, the accused is not under any restrictions and is not being monitored, so the investigators initially might not have known about the mobilization of the former official. “There are no questions for Pyankov. His main task, being released on bail, is not to hide from the investigation. But then he was called up by the military registration and enlistment office, he had no other choice but to go on a special operation, ”said the lawyer. According to him, the practice of calling up citizens under investigation also applies to military service: in such cases, investigators can suspend the case for the duration of the suspect’s service or call him to court directly from the military unit. “If the investigation has claims against him (Aleksey Pyankov.— “b”) mobilization, they can apply to the military prosecutor’s office. But I think it is most likely that his case will also be suspended until he returns to Yekaterinburg,” Mr. Kolosovsky added.
Kommersant sent a request to comment on the information about the mobilization of Mr. Pyankov to the press service of the Central Military District, but by the time the material was being prepared, no response had been received. Kommersant also failed to get a comment in the fourth investigative department of the Main Investigative Committee of the ICR, which is conducting the case of the ex-minister.
Aleksey Pyankov, who headed the Sverdlovsk Ministry of State Property from 2012 to 2016, is accused of embezzlement of state property (Article 160 of the Criminal Code), abuse of power (Article 286 of the Criminal Code) and bribery (Article 290 of the Criminal Code). According to a Kommersant source in law enforcement agencies, during his tenure as minister, he created an organized criminal group (OCG), which used various fly-by-night companies, as well as offshore companies registered in Cyprus and Belize. The result of this activity was multimillion-dollar theft, destruction of a cultural heritage site, restrictions on the rights of entrepreneurs and other grave consequences. In addition, according to investigators, the organized crime group participated in three episodes of bribery.
