Mizulina to leave Federation Council in September – Kommersant

The representative of the governor of the Omsk region in the Federation Council, Elena Mizulina, will leave it after the Single Voting Day on September 10, reports RBC with reference to sources. According to one of them, they do not plan to include Ms. Mizulina in the top three candidates for senators from the acting head of the Omsk region, Vitaly Khotsenko.

An unnamed interlocutor of the publication, close to the presidential administration, claims that there were those who wanted to leave Elena Mizulina in the Federation Council, but the likelihood of her leaving is “really high.” Who exactly spoke out for her to stay is not specified.

Ms. Mizulina did not comment on the information. According to the law “On the procedure for forming the Federation Council”, each candidate for governor must submit three candidates for the post of senator to the regional election commission. After the election, the winning governor sends one of the candidates to the Federation Council.

Elena Mizulina joined the Federation Council in 2015. At first, she represented the governor of the Omsk region, Viktor Nazarov, after that, Alexander Burkov, who replaced him. He left the post on March 29, and the former head of the government of the DPR, Vitaly Khotsenko, was appointed acting governor. In June he filed documents for participation in elections.

Ms. Mizulina was a State Duma deputy of the second, third, fifth and sixth convocations. She was first elected from the Yabloko party in 1995 from the Yaroslavl region. In 1999, Elena Mizulina participated in the legal registration of the failed impeachment of President Boris Yeltsin. Since 2001, she moved from Yabloko to the Union of Right Forces party (it existed until 2008), which she represented until 2004. In 2004-2007 she was the permanent representative of the State Duma in the Constitutional Court. In 2007, she became a member of the Presidium of A Just Russia, which left in 2017.

Elena Mizulina is known for passing a number of high-profile bills through the State Duma, including the fight against “gay propaganda”. She was also the author of the law on the protection of children from information harmful to them, which allows you to create blacklists of banned Internet sites and others, and advocated a ban on baby boxes in Russia. In 2015, she was a co-author of a bill banning abortions in private clinics, as well as excluding them from the compulsory health insurance system in the absence of medical indications. Her daughter Ekaterina Mizulina leads the Safe Internet League.
