Mikhail Mishustin took part in the celebration of the 15th anniversary of Rosreestr: the service is responsible for registering property rights to real estate, therefore it is considered one of the key ones in the country. The Prime Minister got acquainted with the exhibits of the past, visited the “laboratory of the future” and admitted that he is an active supporter of “dacha amnesty 2.0” and “garage amnesty”. “I myself lost my garage, so I fully support this popular decision,” he said.

Rosreestr employees took a creative approach to clearly show the prime minister how their work has changed over the past 15 years. Two tables were placed nearby: one was littered with papers and cards. The other is pristine. All documents are now processed electronically.

The process of registering property rights was demonstrated by the example of citizen S.A. Yesenin, who decided to sell to citizen A.S. Pushkin. your apartment with an area of ​​38.1 sq. m in Staraya Russa for 1 million rubles. with the assistance of the digital assistant Eva (she helps to correctly draw up the contract and monitors compliance with legal regulations). Mishustin was also shown all kinds of instruments needed by surveyors and cartographers. With their help, the staff established that Russia is definitely moving east (and not only politically): the tectonic plates on which it is located are shifting in this direction by about 2 cm per year.

Mikhail Mishustin, as it turned out, is familiar with the “kitchen” of Rosreestr firsthand. Once upon a time, he was at the origins of the cadastral valuation system, which allowed the state to levy taxes on land and real estate based on their market value instead of the outdated normative one. (It is clear that revenues immediately increased significantly.) The 15-year anniversary of the service, according to the prime minister, is a convention – after all, land surveying began in the 9th century. Since then, by the way, little has changed: property rights are valued above many others. “Real estate is a very sensitive area for citizens. I’m glad that in recent years a lot has been done to simplify its registration,” Mishustin emphasized, recalling that the time frame for registering rights has been reduced by 18 times, cadastral registration by 15 times, and providing information from the Unified State Register of Real Estate by 10 times. Now it takes 1–2 days. And mortgage transactions are registered electronically in 12–13 hours.

Alas, the prime minister did not have time to reap the benefits of the “garage amnesty” – his garage was apparently demolished before its adoption in 2021. “Not much time has passed, and almost 300 thousand people have already taken advantage of this mechanism,” stated the head of the Cabinet. There are even more beneficiaries—15 million—for the “dacha amnesty.” Mishustin recalled that they recently launched its updated version – “dacha amnesty 2.0”, which solves such problematic issues as registration of land for apartment buildings, simplified clarification of plot boundaries, acquisition of rights to residential buildings built in Soviet times and protection of the rights of heirs.

The prime minister named the priority tasks of Rosreestr as “simplifying access to land” (without this it will be difficult to build 120 million square meters of housing per year), the transition to a unified digital spatial data platform and registration of land and real estate in new regions. Mishustin remembered the slogan he saw during his trip to China: “The investor is our emperor.” “And your emperor must be a person,” he admonished, noting that citizens must be sure that Rosreestr will reliably protect their property.
