Mishustin promised to give mobilized entrepreneurs time to transfer cases and credit holidays

Entrepreneurs called up for military service as part of partial mobilization will receive a five-day delay in issuing a power of attorney and transferring cases. They will also be given credit holidays and tax deferrals. Plan with related measures approved Russian Prime Minister Mikhail Mishustin.

“A draft federal law will be prepared, according to which citizens will be able to remain owners of their business and engage in entrepreneurial activities both personally and through third parties. Individual entrepreneurs, heads and sole founders of their companies will receive several days to issue powers of attorney to a new leader when they are called up for military service,” Mr. Mishustin said at an operational meeting with deputy prime ministers.

According to the plan posted on government website, the Ministry of Justice and the Ministry of Defense should develop a draft federal law that provides citizens called up for military service with the opportunity to remain business owners. Now military personnel are prohibited from owning a business personally and through proxies.

The plan offers the following benefits for entrepreneurs:

• The mobilized will be given a five-day delay in issuing a power of attorney and transferring cases,
• the called-up entrepreneurs will be extended the deadline for paying taxes, insurance premiums and other obligatory payments. They will be postponed the deadline for submitting tax returns, reporting on insurance premiums and other reporting,
• they will be exempted from fines and inclusion in the register of unscrupulous suppliers if they fail to ensure the timely execution of the contract for the supply of goods,
• The Ministry of Finance, the Ministry of Economic Development, the Bank of Russia and the Corporation for the Development of Small and Medium Enterprises (SMEs) will develop a federal law on granting credit holidays to entrepreneurs.

The norm will affect contracts that will be concluded before the end of 2023.

The government also canceled scheduled inspections for most businesses in 2023. Supervisory activities will be carried out only in relation to those organizations whose activities are classified as extremely high and high risk.
