In Russia, it is necessary to develop public-private partnerships for the construction of runways at airports. This was stated by Russian Prime Minister Mikhail Mishustin when visiting the Transport of Russia exhibition.
“I would like to dwell on a very significant project – the construction of runways. This is very significant for the whole country. It is necessary to give the opportunity to implement public-private partnerships for the construction of runways – naturally, under the full control of the Federal Air Transport Agency and the Ministry of Transport,” – leads words of the Prime Minister TASS.
Mishustin is confident that private companies and regions should be given the opportunity to invest money in the construction of runways.
Previously, the Kommersant newspaper found outthat the Novaport and Airports of the Regions holdings proposed to allocate preferential loans from the National Welfare Fund for the restoration and modernization of runways and other state-owned airfield infrastructure. It is planned to return the money through the introduction of a new fee from passengers at the level of 3-5% of the ticket price.
As market participants noted, authorities and businesses are working on this issue in connection with the completion next year of the federal project “Development of Regional Airports,” which began in 2018. The draft budget for 2024 provides for the allocation of 27.4 billion rubles for it, which 22% less than previously planned, and 25% less than this year. The Ministry of Transport did not support this initiative.
Deputy Minister of Transport of the Russian Federation Igor Chalik reported on November 8 that Russian airlines have transported almost 90 million passengers since the beginning of the year. At the end of the year, passenger traffic could reach 103 million people, compared to 95.1 million people a year earlier.
