Mishustin announced a record reduction in business inspections – Kommersant

Prime Minister Mikhail Mishustin said that the number of business inspections in Russia in 2022 has dropped to a historic low. According to the prime minister, only 340,000 inspections were carried out in Russia, one third of which were in relation to small and medium-sized businesses.

“Last year, a moratorium on inspections was introduced … As a result, the number of such events fell to a historic low – less than 340,000. Of these, in relation to SMEs – only a third,” Mr. Mishustin said. He recalled that inspections were carried out in relation to a limited number of enterprises and only in cases of a possible threat to the life and health of citizens.

As the prime minister explained, the “controllers” were transferred to preventive work: they conducted 560,000 such visits, during which they helped entrepreneurs, “explained how to do it right, and did not fine.”

At the St. Petersburg International Economic Forum last June, President Vladimir Putin declaredthat “there are grounds to refuse on a permanent basis” from inspections of all Russian business, if its work is not associated with the risk of harm.

As the president said then, after the abolition of inspections in March, the statistics on business violations fell. However, as pointed out Attorney General Igor Krasnov, against the backdrop of a reduction in inspections, cases of unreasonable interference in the affairs of the business of the police have increased. In the meantime, regulatory authorities are actively developing indicators of the risk of violations that will allow them to conduct inspections of companies even in the moratorium on them until 2030.
