Mironov announced the preparation of amendments on the use of military weapons by the defense

Head of the faction “A Just Russia – For the Truth” Sergei Mironov told on the preparation of amendments on the right of territorial defense units to use military weapons for target practice.

“The Just Russia – For Truth faction is preparing amendments to the legislation in order to give the right to territorial defense units created by the decision of regional authorities to use military handguns for firing practice, participating in counter-terrorism operations and solving other security tasks population and infrastructure facilities,” he wrote in his Telegram channel.

According to him, those volunteer self-defense units that were created in the Belgorod and Kursk regions are provided with uniforms and equipment, and also undergo “combat coordination under the guidance of experienced instructors.” However, to use them [отряды] cannot, because the law does not allow them to obtain weapons.

May 23 State Duma in the third reading accepted a bill regulating the circulation of weapons and security activities in the territories of the Donetsk and Lugansk People’s Republics, as well as the Zaporozhye and Kherson regions. He assumes that the transition period established for other areas will also apply to the circulation of weapons and security activities in the regions.

According to the document, until January 1, 2026, Russian citizens registered in the new territories will be able to store, carry and use weapons and ammunition on the basis of documents issued by the internal affairs bodies of Ukraine or state bodies of the DPR and LPR, including in case of expiration the effect of the specified permissions. During the period of validity of the transition period, the renewal of permits will be carried out free of charge.

The authors of the project were the deputies of the State Duma Alexander Khinshtein and Vasily Piskarev. The document is currently under consideration by the Federation Council.
