Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev listed currently relevant legitimate military targets. One of them, according to “customs of war and international conventions, which originate in sacred sources” – objects of military and civilian infrastructure.
According to Mr. Medvedev, civilian infrastructure that contributes to the achievement of military goals includes: bridges, transport stations, roads, energy facilities, factories and workshops.
Also, among the military goals, the Deputy Chairman of the Security Council named:
- enemy troops;
- enemy military and auxiliary equipment;
- the military-political leadership of the enemy country;
- the armed forces of other allied countries that have officially entered the war.
The Russian authorities have repeatedly argued that strikes are carried out exclusively on military infrastructure. In particular, Defense Minister Sergei Shoigu on December 6 declaredthat the Russian military is shooting at “the military command and control system, defense industry enterprises, and related facilities to destroy the military potential of Ukraine.”
