The issuance of a warrant by the International Criminal Court (ICC) for the arrest of Russian President Vladimir Putin only escalated the situation and created a pretext for starting a war. This statement was made by Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev during his speech at the St. Petersburg International Legal Forum (SPBILF).

“What is a warrant for the arrest of a foreign leader? <...> This is a casus belli (Latin for “cause for war” – Vedomosti), which could be followed by the outbreak of war if something like this happens,” he said, commenting on the issuance of an ICC warrant for Putin’s arrest.

Medvedev also called the court “a political tool of warmongers.”

On March 17, the ICC issued an arrest warrant for Putin and children’s ombudsman Maria Lvova-Belova. In the Kremlin called court decisions void and stressed that they have no legal force for Russia. Medvedev earlier predicted “monstrous consequences” for international law due to the issuance of a warrant.
