The Kremlin’s domestic political bloc, which deals with politics in the country, has developed specific goals for the upcoming presidential elections in 2024. Three sources close to the Presidential Administration told the Kommersant newspaper that at a seminar for vice-governors on domestic policy, which was held at the end of March in the workshop of the Senezh department near Moscow, the desired targets for the turnout and result of the candidate from the authorities were announced. . Despite the fact that Vladimir Putin himself has not yet announced his participation in the elections, the Kremlin assumes that he will run.
The newspaper’s sources say that vice-governors have been instructed to consider the situation in their regions, but the presidential administration would like the nationwide turnout rate in 2024 to be more than 70%, and the result of the “main candidate” to be more than 75% of the vote. In the previous presidential elections in 2018, Putin won 76.69% with a turnout of 67.54%, which was a record in the history of Russian presidential elections.
The newspaper’s sources also claim that the presidential administration has decided on the ideological guidelines for the upcoming campaign. The Kremlin believes that the campaign should be built on three blocks: “pride (sovereignty), hope (opportunities), confidence (traditions)”. These “values and emotions” should be used during the campaign, the sources explain. For example, the emotion of pride is based on the sovereignty of Russia, hopes are born from the awareness of the opportunities provided by the country, and confidence is based on adherence to traditions. The campaign should also be built on the principle “it was – it was – it will be”, that is, the emphasis should be placed on the achievements of Russia under Putin.
