Matvienko urged not to look for double meaning in the law on electronic subpoenas

There is no need to look for a double meaning in the law on the creation of a unified register of military records and electronic agendas, said Federation Council Chairman Valentina Matvienko, transmits TASS.

“Don’t look for double meanings there. I’ll tell you honestly and directly: the naphthalene state in which our military registration and enlistment offices were, when employees were sitting with a notebook in a ruler and keeping this record by hand, well, it’s impossible, we already live in a different century. Therefore, this law is aimed at modernizing the work of military registration and enlistment offices, facilitating their work, and of course, at greater security and convenience for our citizens,” she said.

According to Matvienko, the need for this document “is long overdue”, and the Ministry of Defense has been working on the formation of an electronic system of military registration with reference to the “Gosusluga” for several years. As the politician stated, after the start of the special operation, “it became obvious that this work should be accelerated, urgently completed.”

April 12 Federation Council approved law on a unified register of military registration and electronic summonses for those liable for military service. It was clarified that 163 senators voted “for” and one “against”. During the discussion of the bill, Senator Lyudmila Narusova criticized it.

April 11 State Duma accepted in three readings at once, amendments on the creation of a unified register of persons liable for military service, electronic subpoenas and new restrictions for non-appearance of them in the military registration and enlistment office. 394 deputies voted “for”, one of 450 abstained. After approval by the Federation Council, the bill will go to the president for signature.

According to the amendments, citizens will not be able to leave Russia from the moment they receive the summons until they appear at the military registration and enlistment office. Also, in case of failure to appear, there may be a ban on state registration as an individual entrepreneur, deprivation of the ability to drive a vehicle, conclude real estate transactions, etc. The updated rules for obtaining subpoenas to appear at the military registration and enlistment offices will affect not only conscripts, but also all those liable for military service, stressed the chairman of the State Duma Committee on defense Andrey Kartapolov. The amendments will not apply to the current spring draft.
