Governor of the Stavropol Territory Vladimir Vladimirov in the Federation Council complained about the “useless” instructions of the supervisory authorities and called not to put pressure on local authorities. Senator Valentina Matvienko agreed with him, explaining the multibillion-dollar fines for regional enterprises as “dust in the head.”
Governor Vladimir Vladimirov complained that regions and municipalities are being pressured with the help of “useless” regulations. “There is no need to put pressure on subjects and municipalities with regulations, we are already trying to spend our budget funds as economically as possible,” said the governor (quote from Prime). According to him, the authorities are forced to go to court and ask to postpone the execution of the orders, since “there is no budgetary provision.”
After this statement, Chairman of the Federation Council Valentina Matvienko said that the supervisory authorities “with double tenacity” took on the municipal authorities after the announced moratorium on business inspections, “realizing that the time is not right and there is no money.”
As an example, she recalled the case in Tuva, where Rosprirodnadzor fined an enterprise 18 billion rubles. “Well, does anyone even have anything in their head other than rubbish? Well, how can this be,” said Mrs. Matvienko. According to her, because of such fines, the enterprise “closes, stops, and unemployment begins.”
The government introduced a moratorium on scheduled business inspections last spring. They were retained only in relation to some organizations for sanitary-epidemiological, veterinary and fire control and supervision in the field of industrial safety. In 2023, it was decided to extend the moratorium on scheduled inspections for eight years.
