Matvienko proposed to impose a moratorium on the law on public procurement until the end of the special operation in Ukraine

Chairman of the Federation Council Valentina Matvienko proposed to impose a moratorium on the law on public procurement (44-FZ), which provides for a contract system, until the end of the special operation in Ukraine. According to her, this will help “to quickly master the funds.” The senators will apply to the government with a corresponding proposal.

“I would suggest, taking into account the current conditions, the new reality in which we live, not to cling to any dogmas. Maybe impose a moratorium on the law (on public procurement.— “b”) and give the opportunity to quickly absorb the funds,” said Ms. Matvienko at meeting Federation Council.

According to her, this will give the regions the right to make decisions on the start of construction of infrastructure, social and other facilities in an accelerated mode.

“This, of course, does not cancel the control of both law enforcement agencies and those who exercise control … But it is impossible to stop the whole machine for the development of federal funds and the development of the country because of theoretical suspicions,” Valentina Matvienko added.

Now, after all competitive procedures have been completed, six months remain for the development of funds. The chairman of the Federation Council believes that this is “unacceptable in the current situation.”

Procurement under 44-FZ is the procurement of goods, services and works, where the customer is an organization that purchases goods at the expense of budgetary funds allocated to it. Such a purchase is carried out at the expense of federal, regional or municipal budgetary funds. The rules for the procedure are established by the state.
