Maintaining a unified register of digital platforms may be entrusted to the Federal Tax Service

The register of digital employment platforms (for example, Ozon, Wildberries, Yandex and Sberbank services) should be maintained by the Federal Tax Service (FTS). This follows from the materials of the letter of the Deputy Minister of Labor Magomed Abdulkhalimov to the Russian Trilateral Commission (RTK), which Vedomosti has read. The concept described in the document can become the basis for a draft satellite law to the new framework legislation on employment.
The procedure for the formation and maintenance of the register will have to be prepared by the government in a separate act, follows from the materials. According to the proposal, in order to be included in the register, the site operator must exchange information with the tax authorities. It is planned that the Council of Digital Platforms will take part in preparing the procedure for the formation and maintenance of the register (according to the materials, this is a self-regulatory organization that unites at least 20 operators of digital employment platforms). At the first stage, bulletin boards (such as Profi.ru, Avito, YouDo) may not fall under the regulation, since part of the interactions on the order takes place outside the site (for example, payment for the service in cash), said a source involved in the preparation offers. To get on the list, the authorities will prepare special criteria, the main of which will be placing orders and making all payments within the service, the source explained.
