On Friday, the LDPR held a founding conference to establish its branch in the Donetsk People’s Republic (DPR). However, it took place in the Rostov region, since, according to the liberal democrats, it is still difficult to hold such a large-scale event with the participation of representatives of the Ministry of Justice in the new territories. Andrey Kramar, a native of the Smolensk region and a longtime associate of the head of the republic, Denis Pushilin, became the coordinator of the new branch. The LDPR became the second party after United Russia to establish its branch in new territories. Despite martial law, which implies a ban on holding elections, Russian political parties have not yet abandoned plans to gain a foothold in the newly annexed regions.

The top leadership of the LDPR on Friday held a conference in the Rostov region, at which it established a regional branch of the party in the Donetsk People’s Republic. The event was held at the Sambek Heights military-historical museum complex near Taganrog.

The party’s press service explained the choice of the conference venue to Kommersant as follows: “Firstly, Donetsk colleagues underwent a kind of training here: Rostov party members helped with documents, told how processes and legal procedures work. Secondly, the conference is a statutory procedure, it must be attended by representatives of the Ministry of Justice and authorities in order to record the results, in the DPR they are still in a state of being formed according to Russian standards.” The LDPR also explained that in Donetsk itself, under martial law, it is extremely difficult to organize such a large-scale event. A Kommersant source in one of the other parliamentary parties also noted problems with the bodies of the Ministry of Justice in the new territories.

The congress was attended by about 100 people, including the top leadership of the party, headed by its chairman Leonid Slutsky. 72 members of the Liberal Democratic Party arrived from Donetsk, 50 of them in the status of delegates.

Leonid Slutsky took the floor several times and managed to speak about almost everything: about the withdrawal of Russian troops from Kherson, about the death of the deputy head of the administration of the Kherson region Kirill Stremousov, about a special military operation, about the confrontation between Russia and the West, about “Ukronazis” and “traitors”.

Returning to the topic of the conference, Leonid Slutsky emphasized that the LDPR was one of the first political parties in Russia to officially create a full-fledged and legally functioning regional branch in new territories (previously only United Russia managed to do this in the DPR and LPR). “Russia does not abandon its own people, and even more so the Liberal Democratic Party. We were in Kherson, and I say the same thing as there: from now on and forever on the political map of the world, the DPR, LPR, Kherson and Zaporozhye regions are an integral part of our country, ”said the liberal democrat.

The election of the party coordinator was held by secret ballot. The winner was Andriy Kramar, who was the coordinator of the LDPR in Donetsk even before the establishment of its branch in the region. He is 40 years old, he is a native of the Smolensk region. Graduated from the Faculty of Economics of the Moscow State University of Economics with a degree in Information Systems in Economics. Prior to the events of 2014, he managed to work in the structures of United Russia and the All-Russian Popular Front, and was an assistant to State Duma deputy Sergei Belokonev. In 2014, he took an active part in the events on the territory of the DPR and became the official representative of the republic in Russia. From 2014 to 2017, he was the first deputy head of the executive committee of the Donetsk Republic public movement. Its representatives make up the majority in the People’s Council of the DPR. Since 2021, he has been a freelance adviser to the head of the republic, Denis Pushilin. According to media reports, is his longtime collaborator.

Recall that United Russia established its branches in the DPR and LPR on October 21. Donetsk United Russia was headed by Mr. Pushilin himself, and the chairman of the People’s Council of the republic, Denis Miroshnichenko, became the secretary of the Luhansk cell (the post of acting head of the republic is occupied by Leonid Pasechnik). A source in EP then told Kommersant that branches in the Kherson and Zaporozhye regions would be opened a little later. Despite the martial law introduced in the new subjects (see Kommersant of October 20), other parliamentary parties did not refuse to “enter” there either. In the Communist Party of the Russian Federation, “Kommersant” explained that in these regions “there should be no amateur activity,” however, the exact dates for the opening of regional committees and republican committees were not called. In A Just Russia – For the Truth, they promised to wait for “the most safe time for people from these territories.” A source in New People told Kommersant that the party has similar plans. There is still no signal to slow down the creation of party branches in the territories of the new regions, clarifies the interlocutor of Kommersant, close to the presidential administration.

Political scientist Konstantin Kalachev believes that the LDPR is creating a Donetsk cell not so much for the sake of additional votes in future elections, but for the sake of demonstrating its participation in the fate of Donbass. “It’s still a long way before the federal elections, so the point is to be noted in the patriotic field. Fans of Zhirinovsky in the Donbass certainly were and are, but this is hardly the main thing. Rather, it is a form of participation in the integration of Donbass into the Russian Federation,” the expert says.
